pps support is operating-system dependent. some os-es/distributions
might have it built in, some might need a recompile.

i'm quite fond of openbsd for my time servers, since it has the
necessary hooks built in.

here's a page written by another timekeeper that specifically
addresses linux, pps, ntp.org and garmin gps18 - http://time.qnan.org/
