Simply because I'm not an expert so, before starting another nation-wide
gimp site I was looking around for a better, more consistent, international
alternative.

The plan was that of the first question.
I can try to ask around (at my local LUG for a start...) at some people
definitely more web expert than me to suggest a cms to fit the purpouse but... I
really do not want to insist on this... so I'll report only if there is
someone interested in this thing. If I'm the only one that think i18n-aware
then I'll do _my_ site i18n aware...
