You will need to weigh the cost of maintaining two DSL connections
against the losses due to business interruption when your single DSL
connection is unavailable. If you find that it is cheaper to maintain
two DSL connections, then I highly recommend that you do that and use a
load-balancing router to allow you to maximize both links.
I don't know of any ISP that can provide an almost-zero downtime
guarantee for DSL, so you'll want to pick a fairly reliable ISP to begin
with (I've had good experience with both PLDT and Globe) and then get
one link from each.
