[xtradius] Server takes 6 minutes to be ready for queries

Subject: [xtradius] Server takes 6 minutes to be ready for queries
Added an additional client the other day and when the server was
restarted, it took 6 minutes to finish reading the configuration files
and be ready to process queries.

This is the first time we've had this problem, all previous server
restarts were very quick, under a minute. Backed off the changes but
with no change in server load time, still takes 6 minutes. Once it's up
we're not having any issues, it's doing what it's supposed to.

Tried a newer version on another server with the same results. Anyone
else experience this? Is there a limit to the number of clients? Any
suggestions on what to look for, running in debug doesn't give any
additional information.
