CNI manual now available

The first version of the manual for CNI is now available for your
edification. CNI (either the "Cygnus Native Interface" or the
"Compiler Native Interface", depending on the phase of the moon)
is Gcj's method of using "enhanced C++" to write native methods for
Java". This is what we use for the soon-to-be-released Gcj runtime
library.
